California Penal Code Section 556 provides that signs may be temporarily placed in public rights-of-way only after the person placing the sign in the right-of-way has received the lawful permission of the City by permit and in accordance with the restrictions on signs set forth in this chapter. It shall be the responsibility of the Director of Development Services, or designee, to receive applications and fees, issue permit stickers, and monitor the temporary placement of portable signs.
