The term “regulation,” when used in this title, means one or more ordinances or resolutions that have been or may be adopted by the City Council, or a traffic regulation adopted and promulgated by the City Engineer pursuant to the authority and procedure contained in CVMC 10.04.030 for the adoption and implementation of traffic and parking control measures.
