Pursuant to the California Code of Civil Procedure Section 1094.6, judicial review of any administrative decision of the City may be had pursuant to Code of Civil Procedure Section 1094.5 only if a petition for writ of mandate is filed not later than the ninetieth day following the date on which the decision becomes final; except that if the action imposes an administrative fine or penalty, the petition for review must be filed within 20 days after the order is final, pursuant to Government Code Section 53069.
